On 6 January 2016, the NATO Support and Procurement Agency (NSPA) awarded two construction contracts to Latvian construction companies SIA Arčers and SIA Merks to implement the U.S.-funded European Reassurance Initiative (ERI) projects at Latvia’s Camp Ādaži and Lielvarde Air Base.
US European Command (EUCOM) approached NSPA Operational Logistics Support Program (Engineering) in early 2015 for assistance in delivering the infrastructure components of the initiative, which resulted in a tasking to undertake all US ERI O&M Projects for Latvia and Lithuania. “Key staff within the Engineering section of the programme were required to work closely with US European Commands (Army and Air Force) and the Host Nation Ministry of Defence to successfully reach the contract award stage.” explained Project Officer Mark Charles responsible for the Latvia Project.
The total value of the two contracts awarded is approximately 8M Euros (potentially increasing to 14M Euros once additional funding is allocated). Projects at the Camp Ādaži (~7M Euros) are primarily focused on firing ranges and training area improvements, as well as storage and maintenance facilities. Construction projects at the Lielvārde Air Base (~1M Euros) are focused on construction of storage facilities, refurbishment of living quarters and improvements of access roads. Both contractors are scheduled to finish the construction by the summer of 2017.
It is expected to award further construction contracts for Lithuania projects later this month.
